Rebekah KofflerRebekah Koffler is a Russian-English bilingual U.S. intelligence expert on Russian doctrine and strategy, including cyber and intelligence tradecraft. She served as a senior intelligence officer in the Defense Intelligence Agency from 2008 to late 2016. Born and raised in the former Soviet Union and educated both in Russia and the United States, Rebekah has a deep understanding of Russians’ mindset and behavior. As a recognized intelligence community expert on Russia, Ms. Koffler has delivered classified briefings to top U.S. military commanders, NATO ministers, the directors of the CIA and DIA, the White House National Security Council, and senior congressional staff. In 2017, as an intelligence expert on Russia, Rebekah advised the executive producer and screenwriters of the Emmy-winning TV series “Homeland.”
Ms. Koffler holds an M.A. in International Transactions from George Mason University in Virginia, a B.A./M.A. in Foreign Languages from Moscow State Pedagogical University, and a Graduate Certificate in Intelligence from the Institute of World Politics in Washington D.C.
She is the President and Chief Intelligence Officer of a private intelligence consultancy, Doctrine & Strategy Consulting LLC and she regularly lectures on Russia at the Institute of World Politics in Washington D.C. and Patrick Henry College in Virginia.
